More wives = more children. More Children = better management of captured territories and more candidates for the throne. The emperor encourages conflict, that may be the reason why Lelouch's mother was killed, because the other wives are jealous because her son is the next in line on the throne and she was formerly a commoner. Lelouch drops the title, get thrown in Japan, Clovis becomes the new Next in Line. The emperor had many imperial wives. More wives = more children. During the conversation between Lelouch and Clovis, it is revealed that Lelouch is the 17th successor to the throne, and that the two are half-brothers. From this it is safe to assume that Emperor Britannia is their common father, and they had different mothers. Cornellia, Clovis, and Euphemia all recognize each other as true siblings, yet Euphemia is identified as being a year younger than Lelouch (at least, on the official website). This suggests that either Lelouch and Nanaly are officially recognized children of Emperor Britannia's mistress, or that Emperor Britannia did not have a monogamous relationship.
